This North Little Rock Times article from April 17, 1956 says it all.  "The long delayed ban on left turns off the North Little Rock end of the Broadway Bridge was to go into effect yesterday (Monday, April 16, 1956) afternoon.  The new traffic plan has been held up for several months because weather caused delays in repairs to Gum Street and in raising a railroad track on part of the new route, which weill send cars that have been turning left, as those in right foreground of this picture, under the gridge.  All cars coming off the bridge will be required to turn right."
